All this comes from the Clean Break strategy which means to regime change or destabilize Israel's enemies. Iraq was second after Afghanistan. Pakistan is destabilized, to the detriment of US policy goals in the region. The Taliban offered to give up Osama; we rejected their advances. OBL is not wanted for 9/11, nor is he even likely to be alive. The Taliban in 1999 made the mistake of not selecting a natural pipeline offer made by a consortium of energy companies (including Conoco), and gave it to an Argentine company instead. It's not like we need the oil. Instead the predecessor to Global Contingency Operations, the GWOT, was a strategic gambit meant to deny access to China and Russia.
